KPFF was the prime consultant leading a team of engineers, architects, surveyors, environmental, geotechnical, and coastal engineers for permitting and design of a facility to serve the maintenance and moorage needs for up to 12 vessels for the San Francisco Bay Area Water Emergency Transportation Authority (WETA). In addition to a system of moorage and maintenance floats, the $50M facility includes above-ground storage for diesel fuel and a four-story, 26,500-square-foot building to house maintenance activities and staff, administrative offices, and an Emergency Operations Center. KPFF produced approximately 60% level design documents as part of a bridging document set that was advertised for design/build contractors in December 2015.

KPFF’s engineers led the design of vessel service utilities, including diesel fuel, diesel exhaust fluid (DEF), lubricants, fresh/wash water, fire suppression, compressed air, electrical vessel shore power, waste oil, and sewage offload. The project included four 12,000-gallon above ground fuel tanks as part of an approximately 10,000 square foot tank farm site across the street from the main project site. Diesel fuel piping systems were installed from the tank farm to fueling dispensers on the marine floats (one dispenser for every 2 vessel berths).

Design included both upland and marine float utilities/piping, along with a moveable platform (screw jack driven) to facilitate loading and off-loading of supplies from the vessel over night. Other design tasks included maintenance needs programming and specifying cranes, compressors, and other machinery for both marine facilities and building shop space.
